## Start with the decision in front of you.

Choose the industries to attract and the investors to call, pick export markets and test a consultant's study. Watch for new factory plans, or have an expert sign a policy answer for the minister.

**Example findings**

**Sector prioritisation: Food processing first, then cold storage and turbine parts. 22 investors to call.**

- Food processing: The strongest fit. 10 investors on the list, and the first picks a site this year.
- Cold storage: 7 investors on the list. Food makers in the zone would be the first customers.
- Turbine parts: Growing fastest. 5 investors on the list, all needing a berth that can load wind turbine towers.

**Export market assessment: The UAE now, South Korea in six months, Japan next year.**

- After freight and tariffs, the UAE leaves $1.40 a kg. Spain leaves only $0.50.
- UAE importers can take two containers a month now. South Korea wants certified farms, so allow six months.
- Japan pays most, $1.60 a kg, but buyers audit the factory first. Plan for next year.

**Infrastructure feasibility review: Signed: pays back in 7.5 years, not 5.**

- Space rented, year one: Four cold stores that opened nearby were 55% full in their first year.
- Cost to build: The study leaves out a $1.2m grid link.
- Rent per pallet: Rents at nearby cold stores match the study.
- Power cost: Cooling uses 30% more power in summer, when prices peak.
- Payback: The study’s five years becomes 7.5 once the three changes are counted.

Kavita Menon, cold chain specialist, 18 years. Summer power takes the bill to $1.3m a year, so payback moves from 7 to 7.5 years.

**Investment lead monitoring: A food packaging plant fits four of five needs. Call before September.**

- A food packaging maker plans an $85m plant. It picks a site by September. It needs 20 hectares, 12 MW and 400 workers.
- Four of five needs fit. Land, power, the port and 14 food makers nearby all fit. Machine setters are short.
- Rival zone B costs less to run. $8.7m a year against your $9.1m, mostly on wages. It has 3 food makers nearby to your 14.

**Policy impact assessment: Signed: farm incomes fall 4%, and tenant farmers lose 8%.**

- The average farm loses ₹3,200 a hectare a year: ₹2,400 on dearer fertiliser and ₹800 in lost crop.
- Farms under 1 hectare lose 6%, twice the share of large farms, because they pay more per bag.
- Tenant farmers lose 8%, the most, because rent leaves them less to start with.
